Many weapons are easier and cheaper to come by than guns, or even this [expensive] plastic-printed gun, but people aren't walking around with knives and attacking people on sight. Same deal with drugs.
I don't know how much the existence (and non-existence) of various regulations propagate throughout society and economics, so I am hesitant to come to any conclusions. However, I predict that plastic guns will be subject to regulation by the government in the same way that regular guns are, and with similar amounts of smuggling and under-the-table sales.
